FUNCTIONS and DUTIES

In maintaining the world peace and security, the frustrated UN and EU are alone and desperate, and so are the states while NGOs are commonly powerless and ineffectual in the same regard. Now, with the NC, today’s all global challenges  and crises will be dealt with comprehensively, scrutinously and successfully. As the protector and preserver of international peace and security, the NC secures human dignity and integrity, establishes peace, prevents conflicts, making the responsible and accountable show compromise and provides every people everywhere in the world with means and conditions for freedom, peace, health, equality, fraternity, solidarity and prosperity. While the world nations need a sustainable and peaceful planet where all people treat each other with respect and dignity, no sustainability or prosperity will be achieved without peace for which the international community must act truly and seriously in unity.

■   GEOPOLITICAL ISSUES  
Today’s rising geopolitical tensions across the world alarmingly affect the world’s protective multilateral inter-governmental system leading to continuous geopolitical fragmentation between states which are perseveringly resistant to coming together to respond the situation.  The NC, as the the nations’ voice and international intermediary power, is committed to build a nations-based interstate setting to solve the tensions and prevent further conflicts in that regard inducing compromise and establishing a universal platform for sustainable peace.
       
■   DIPLOMATIC ISSUES
The cascading impacts of the escalating divisions in international diplomacy and cooperation along with the rising geopolitical tensions taint international peace and security alarmingly. The NC Ambassadors to the world states and State Ambassadors to the NC, who make up the basis of the NC’s global diplomacy front, will interchangeably be sharing the superlative duty of solving the issues and problems with the support of the set of secured genuine interstate relations across the NC-fostered global multilateral system.

■  POLITICAL ISSUES
Totally politics-free in itself, the Nations’ Congress cultivates minimally-politicized nations in its network structure towards building rather self-civil-oriented societies in truly-democratic peaceful humanitarian molds with no politically-motivated disconformities, inequalities or discrepancies. 

While diplomatic, like the UN and EU, the NC, unlike the UN and EU, has no political functions, duties or agendas of any kind at any extent or level. When required or necessary, however, it technically intervenes in:

1. Politically motivated global, regional and national issues of the Nations’ interests,
   2. Issues of the Nations’ interests with political consequences,
   3.  Issues of the Nations’ interests complicated by political factors or elements,
   4.  Issues of the Nations’ interests made involved in political issues, matters or affairs.
   
   Trade Unions and Labor Power:  Rightful labor movements with solidarity actions during major labor disputes frequently lead to union violence which can go as far as labor riots or industrial or even civil unrest especially in industrial nations that already have long violent and bloody labor history. When typically characterized by strong labor militancy, labor movements far too often cause trade unionists to get victimized by repressive governments which also stoke up anti-union movements to equilibrate.
   While unreservedly respecting trade unions’ endeavors to universally defend, keep and advance labor, trade union and human rights, the NC globally encourages all labor and trade unions, federations, confederations and groups to minimize or even totally leave their excessive and aggressive street acts and movements. As one of the most important main issues on its agenda, the NC encourages absolute Global Street Peace with total global elimination of harsh open civil movements and street acts and officially deals with their demands, claims and requests for them in formal bureaucratic ways radically resolving their issues and solving teir problems at their sources by using its correlative means, resources, authority and power upon its related tasks and responsibilities.

    

■  ORGANIZATIONS AND INDUSTRIES UNDER THE NC’s GLOBAL ROOF

The world’s incapability in coming together to respond current global humanitarian crises is practically the result of the non-alignment, disharmony and disunity in today’s dysfunctional global system which is failing to fully manage global peacebuilding and becoming powerless to protect humanity and incompetent to maintain human dignity, prosperity and security.
As a colossal universal NC platform of blending and amalgamating organizational, industrial, corporate, scientific and institutional groups (NC Groups) [see NC Groups], an essential part of the NC, all governmental, inter-governmental and non-governmental international organizations, institutions, universities, colleges and educational and scientific institutions, global religious communities and groups, international corporate groups and enterprises, international industrial and non-industrial corporations, national and international community and charity groups and social groups, etc, have an important crucial role in defining and determining the forms, characters, identities and circumstances of particular and specific global challenges and humanitarian crises which so far has not been effectively dealt with by the international community or by the global system; they discuss situations, conditions, causes, reasons and consequences sharing and exchanging data, information, views and opinions and work in cooperation and alignment towards collaboration, solutions and remedies. They also have the means, convenience, occasions and scopes and  opportunities to mutually submit, talk, discuss and solve their own matters and issues with exchange of ideas, views and information. In order to have all the NC Groups, in that regard, work, function and act integrally, in harmony, dynamism and unison and also effectively, which is critically fundamental for the NC’s endeavorment, the NC provides its universal roof for them all plenarily and unstintedly.

     

■  THE NC-UN-EU UNISON WITH STATES

In maintaining the world peace and security, the UN and EU are desperate, and so are the world states while, in the same regard, many nations are dissatisfied with their governments, and NGOs are commonly powerless and ineffectual. Now, with the NC, today’s all global challenges and crises will be dealt with comprehensively, scrupulously and successfully.
In one of its main tasks, the NC unites with the UN, EU and states with its crucial necessity as a buttressing, synergizing and supporting fellow organization that complements, amplifies, improves, enhances, bolsters and nurtures their work and activities and substantially shares their tasks and workload mutually in general terms filling the gaps in their global missions. While not competing with them or interfering with their functions or duties, the NC checks, observes and controls the functions, duties and activities of the UN and EU and other similar major international organizations like the African Union (AU) and all states in order to secure their devotion, faith, benevolence and goodwill to their nations and make sure that they also see to nations’ views, opinions, preferences, calls, demands, claims and needs with respect and dignity. That, in this NC-UN–EU unison, is the non-debatable basis of a true global integrity and equity that is only possible with this multilateral alliance of mutual inclusivity, dependence and cohesion based on loyalty, sincerity and deference without which the world will be seeing no real peace, freedom, impartiality or prosperity. In its part of this unison, the NC will be supporting and aiding the UN and EU and states verifying and promoting their work in its capacity and while also overseeing, observing, and reviewing their work, demeanor and performance with counter-control and counterbalance.  

■  EMBRACNG ALL NATIONS
There is no intergovernmental organization in the world today that represents all nations of the world in any regard. Attending the UN’s General Assemblies or European Parliament sessions and talk there on behalf of their countries without knowing what their nations say, does not make UN delegates or EP members their countries’ true representatives. While representing all nations of the world by itself, the NC also takes the duty of enabling them to become their nations true representatives at the UN and as well.

■  SETTING THE UNIVERSAL HUMANITARIAN SYSTEM
The NC will openheartedly be working in cooperation and unity with major international intergovernmental organizations primarily including the UN, EU and AU and with all state governments across the world and also in cooperation with national and international non-governmental organizations, institutions, systems, groups and professional and civic communities whose work, functions, duties and activities involve human-rights, civil-rights and environmental, social, socio-economic, public, civic and cultural issues.

■  GOVERNMENTAL RELATIONS
While keeping its mutual collaborations with governments for international peace and security and for the good of mankind, the NC does not engage in any direct deals, agreements or contracts with governments via their states’ NC membership (NC State Membership) or externally per the point that any such pattern of relations would unintendedly ascribe the status of nations’ NC representation to governments while the NC’s rules in that regard allow state representation at the NC to be performed only by state-appointed official state ambassadors (State Ambassadors to the NC) who are, per se, not primarily their nations’ representatives.

■  THE NATIONS’ CONGRESS’s GLOBAL SYSTEM     
As the world’s fast-growing trans-state structure of interconnected and interdepended economic, commercial, political and legal systems, as well as business enterprises and organizations gets carried away with harsh patterns of decision-making, monitoring, adjudication, implementation policymaking and goal-setting in managing the world issues turning the planet’s intended multilateralism into a combat of globalization with excessive power shifts, complexity and inequality, the NC encompassingly facilitates all nations’ interactions and restores peoples’ long-lost coalescence beyond borders in order to remake the world with an ensured truly-balanced, uniform and dignified “Global System”.
